Rebecca A. Speer, Esq.

A former litigator, Rebecca Speer left big-firm practice more than two decades ago and launched a niche firm dedicated to helping clients stay ahead of problems.  Focused on the successful prevention and management of employee complaints and misconduct, Ms. Speer's work often takes her to the intersection of employment law, compliance, human resources, and security.  

Career highlights:

  • Ms. Speer has performed hundreds of independent investigations and has adeptly testified about her investigations in the deposition and arbitration settings.  

  • She participates as a member of the Society of Independent Workplace Investigators, comprised of attorney-investigators at the height of the profession who have worked together to establish a Code of Ethics and committed themselves to advancing the practice of independent investigations.

  • As a nationally-recognized expert in workplace threat management, Ms. Speer has testified before Congress, contributed to ground-breaking work by the FBI, worked with local law enforcement on critical incident response, and chaired a successful national effort by SHRM and ASIS to develop an American National Standard on Workplace Violence Prevention and Intervention.  She has worked with large organizations to implement structured workplace violence prevention programs.

  • Ms. Speer belongs to the Technical Committee assembled by ASIS to develop an American National Standard on Investigations.  She has spoken widely, in a variety of forums, about investigations and employee-relations practices more generally.

  • Ms. Speer is a trained ombudsman and mediator.  Currently, she is exploring how an ombuds function might become integrated as a mainstream feature of corporate compliance and preventive HR practices.

Education and Professional Activities

Ms. Speer is a graduate of Stanford University and the Santa Clara University School of Law, where she served as an Articles Editor of the Santa Clara Law Review and as an intern to the California Supreme Court.  

A member of the State Bar of California, Ms. Speer belongs to the Labor and Employment Law Sections of the American Bar Association, the State Bar of California, and local bar associations, as well as to professional organizations in the areas of compliance, security, and human resources.  Ms. Speer began her career at Morrison & Foerster and Seyfarth Shaw.  A comprehensive CV is available here.

Lorelle J. Chin, Esq.

Lorelle Chin assists Speer Associates in conducting investigations in the public and non-profit sectors.  With more than twenty years of experience, Ms. Chin formerly served as a partner at the regional law firm of Severson & Werson, where she led the firm's labor and employment law group.  She possesses extensive in-house experience and previously worked as Senior Labor and Employment Counsel for Comcast Cable Communications.  Ms. Chin brings great skill, exceptional good sense, and indefatigable energy to the toughest investigations.

Elizabeth Gramigna, Esq.

Elizabeth Gramigna partners with Speer Associates to conduct corporate investigations training and to provide related consulting services. With a successful, well-established investigations practice on the East Coast, Ms. Gramigna works with Rebecca Speer to execute on their shared vision of helping employers develop and sustain world-class investigative teams. 

Stephen White, Ph.D.

Dr. Stephen White, President of Work Trauma Services, Inc., is an internationally respected expert in violence risk assessment. With a collaborative relationship that has spanned nearly twenty years, Dr. White and Ms. Speer have teamed up to train and advise corporate Incident Management Teams and to provide other specialized training focused on threats/violence and other misconduct deeply disruptive to the workplace.
